Public Statement from PT OTK Investors
KARIMUN, Indonesia – February 17, 2026 – The PT Oil Terminal Karimun (OTK) management and investors wish to address recent international media coverage referencing Karimun in discussions concerning maritime logistics and potential sanctions exposure.
Emerging External Narratives and Global Energy Context
Recent international media coverage has increasingly referenced Karimun in discussions concerning maritime logistics and sanctions exposure. We take these developments seriously. However, it is important to clarify that certain information circulated in these publications is inaccurate and risks creating a misleading perception among the broader public.
The global oil-products market is currently experiencing elevated volatility driven by the expansion of sanctions regimes, the reconfiguration of trade routes, tightening logistics capacity, insurance and financing constraints, and broader geopolitical fragmentation. In such an environment, storage and logistics infrastructure serve as essential pillars of national and regional energy stability. Their operations are governed by objective regulatory requirements – both under domestic law and internationally recognized industry frameworks – rather than by subjective commercial preferences, provided that all applicable sanctions policies and regulatory obligations are strictly observed.
Operational Scope and Regulatory Status of OTK
OTK’s maritime storage and transshipment activities are strictly limited to refined oil products. The terminal does not possess crude oil storage capacity. OTK’s operations are consistent with standard industry practices conducted across numerous global jurisdictions under established local and international regulatory frameworks. The activities undertaken at OTK in Karimun are comparable to those performed in many ports worldwide.
OTK operates strictly under Indonesian jurisdiction and fully respects Indonesia’s regulatory authority. At the same time, OTK has incorporated internationally recognized sanctions-compliance standards into its operational framework. OTK is not a trading entity and does not determine cargo ownership, origin, or final destination. Accordingly, allegations suggesting that OTK “facilitates” specific trade flows or supports particular source countries misinterpret the legal and operational role of a storage terminal.
Compliance, Due Process, and Technical Review
We firmly believe that technical and legal distinctions must be carefully maintained. Any assessment of compliance should be grounded in documented facts, operational records, and objective review conducted under the supervision of competent Indonesian authorities. Where questions arise, the appropriate course of action is a fact-based technical review and due process – not conclusions shaped by incomplete or selectively presented narratives.
Consistency and Proportionality in Public Narratives
We further observe that while media reporting has referenced comparable maritime hubs in European, Asian, and other jurisdictions where similar logistics practices occur, none of those ports have been formally proposed for sanction designation. This selective concentration raises legitimate questions regarding consistency and proportionality in the current narrative environment affecting Indonesia and the industry players operating within its jurisdiction.
OTK management and investors respectfully note this imbalance and emphasize the importance of fair, transparent, and consistently applied standards – for Karimun and for Indonesia’s broader energy logistics ecosystem.
Transparency and Cooperation with Authorities
We reaffirm our commitment to transparency and full regulatory compliance. We remain ready to cooperate with our local and international customers, relevant ministries, and regulatory authorities through structured and constructive engagement, including:
- Providing comprehensive operational documentation where required;
- Maintaining compliance protocols aligned with Indonesian regulations and responsible international practices;
- Offering technical clarification regarding infrastructure capability and operational scope;
- Participating constructively in any appropriate government-led review processes.
We reiterate our respect for Indonesia’s sovereign and neutral international position and our commitment to operating within Indonesia’s legal and regulatory framework.
